PS is a bloodline technique, it was already stated that bloodline techniques can't be copied by the sharingan. So unless is breaking his own previously established rules than this is a plot hole.

you can not copy ps bruh. if one with sharingan could, every uchiha would have been able to use susanoo. use your brain please.
to unlock susanoo, you must have 2 MS. but PS, madara unlocked it after gaining ems. sasuke got it also after gained ems. his susanoo then got the armour and win after gaining rinnegan.
