black zetsu was a lot weaker when he wasn't fused with anyone. so him being fused with white zetsu made it so he couldn't be killed so easy. yes they did split often but it was for recon. remember when he said kakashi and minato would kill him if he separated from Obito? he can't do much on his own unless he's fused with someone or else he's too easy to kill.
