The only reason moves like the Substitution aren't used to escape the seemingly "OP and unavoidable attacks" is because if everyone did it(which everyone can) there would be no growth of skill to show for characters. We like to see how fast a character moves and what other techniques they can use to avoid and defend versus other attacks. If everyone used Substitution fights would be boring. Thats really the only reason.

It was an extremely good idea by hiruzen to figure out obito's jutsu without revealing his own trump cards, he wasnt aiming to inflict damage to obito
