Sakura/Tsunade speed underated??

People seem to think that they are slow because of Sakura's incoordination at times

But because of their perfect Chakra control they can direct it to their feet

Sakura event showed this feat at the Chunnin exams

Are they as slow as people make them seem or are they above average in the speed area??

on a serious note i guest both are above average speed but when people try to put them up against people far faster than them, fans try to say they can react to the superior speed which makes no sense
