because her sister Izanami made an army while trying to forcing humanity to live in blissful ignorance after Izanagi left her in the land of the dead, now Kaguya is doing the same thing to get back at ger husband.

They are not really weak. Remember Spiral Zetsu? The Zetsu we saw in the war arc were clones of white Zetsu, not actual victims of IT.
