With all of the ninja that were part of their village, (no Obito), who would b at the top at their strongest..
1. Sand: The Sand has a unique style of wide ranged combat capabilities.. From Elite puppet masters, to a complimentary Bijuu to increase their strength, to the massive fleet of wind and sand based jutsu.. Definitely a formidable village with only the Mist Village being the real obscene challenge..
2. Mist: The Mist consists of a very powerful military force.. They are very famously known for their generations of highly skilled Shinobi known as the 7 Legendary Swordsman of the Mist.. They are also known for their gruesome practices during former exams that were eventually ended during the 5th Mizukage's term.. With a number of highly skilled jutsu at their disposal .. A near perfect jinchuriki.. They are not too far from #1 if they go #2.
3. Stone: The only thing holding the Stonr back is man power.. Not the best village in terms of overall shinobi development.. Though the shinobi from this village who turn out to b skilled are 1 of the most dangerous in the history of the shinobi world.. With a numbr of outrageously powerful jutsu..With 2 powerful Bijuu.. The Stone Village can holds its own even with the lack of true man power..
4. Cloud: The Cloud was Sid to have the largest population as well as the strongest military.. Though the hype is there.. The Cloud doesn't live up to its name.. Besides a few select shinobi, the list of shinobi in all of its history is average to above average at best.. The lack if discipline and stubborn morals had led the cloud, after many years of seeing other villages (presumed to be prosperous,) to look for new jutsu (forbidden) in order to regain a sense of balance of power between the villages.. They pail in comparison when compared to the strict methods of the Mist and they're accomplishments....
