Does sasuke's cool down affect his other eye techniques?

When Kaguya attacked them he couldnt dodge it with his new technique, thats good and all but I found it strange that he didnt just amaterasu the bones, when obito could use kamui easily

Amaterasu comes from his left eye, the rinnegan, the same eye that uses the new jutsu

Maybe as a side effect of using his new jutsu the eye loses its power and all techniques related to it are unavailable for a short time?

No upgrade can remove the bleeding aspect of amaterasu it seems, neither ems nor rinnegan
