Another purge, huh? I remember there was one a few years ago, the most notable victims were OM and Raw Paradise and also lead to MS calling it quits for a while. But in the end it pretty much comes down to trying to stop a breached dam by sticking a cork in it.

They lose alot of money from everyone freeloading. Read/watch online for free and don't buy a single volume/Dvd etc.

That's very relative. For starters they still make a hell of a lot of money, secondly it's because of the internet and freeloaders that the manga/anime industry was able to find their way into foreign markets and obtain new money hoards. With other words they gained a lot of money likewise due to these freeloaders, albeit indirectly. Imagine that the manga/anime industry was completely locked off from being spread on the internet, I seriously wonder how many of us would be reading/watching them? Their popularity outside Japan would only be a fraction of what it is now.

I'd happily buy shonen jump every week but I can't get it in the UK, so that is totally unfair and I don't watch anime online, I buy the DVDs.

How am I supposed to read the new manga, its not my fault that they don't publish the English shonen jump in the UK, if they did I would buy it in a flash!

Details of Japanese Government's "Manga-Anime Guardians Project."

Some more info has been released on this matter.
Following the scoop by NHK yesterday, Japanese government's Ministry of Economy, Trade and Industry (METI) today officially revealed the details of its "Manga-Anime Guardians Project," the first cross-industry anti-piracy measures for manga and anime. Read their statement below.

On July 28, 2014, along with launching a web site collecting links of legitimate Japanese Manga and Anime, called “Manga-Anime here” (URL:Look at Source), METI will start to monitor and remove illegally uploaded copies of around 580 works over five months. With a decrease in piracy in the market and through fair reward for legitimate contents, which leads to the creation of new contents, this project aims to generate a positive growth cycle.

Recently the cost of damage from pirate copies of Manga and Anime has been expanding. According to a report in 2013 from the Japanese Agency for Cultural Affairs of Japan, in major cities of China (Beijing, Shanghai, Guangzhou, and Chongqing) the cost of damage to Japanese contents is JPY 560 billion (approximately US$ 5.6 billion) per year. Also a 2014 METI report indicates that the estimated cost of damage from online piracy is as much as JPY 2 trillion (approximately US$ 20 billion).

Taking countermeasures against the serious damage caused by piracy, the Manga-Anime Anti-Piracy Committee was formed in July 2013 in response to a proposal by METI then subsequently launched the Manga-Anime Guardians Project (MAGP) to promote antipiracy activities.

They have also posted a two-minute special promotional movie featuring "Arigato" (Thank You) messages from 42 anime/manga characters.

List of sites confirmed to be targeted for M.A.G (Anti-Anime/Manga Piracy Operation).

The Japanese Government has revealed it's upcoming major Anti-Piracy operation starting this August to take a stand against illegal anime & manga hosting. The operation also consist of 15 major anime companies, making it the single largest joint piracy crackdown ever. It's been estimated the Anime & Manga industry lost $5.5 Billion USD last year alone from just Chinese piracy sites. As an alternative the Government plans to set up a paid service that will stream anime for a monthly fee. Currently it is presumably only planned for Japanese audiences as the prices are stated to be in Yens.

Here's a few of the many sites that will be targeted.
MangaReader
MangaFox
KissManga
KissAnime
AnimeUltima
***********
Full list can be seen below:

For the time being it's just sending "Legal Notices" to the above list sites. However it can escalate to a lot more as explained below.

Technicalities for the interested
Technically the Japanese Government has the right to even seize Domain URLs. ICANN the group that basically registers and handles the domain registration and authorization for the whole world and has given legal protection to copyright holders since it is the one and only authority for domains. Of course there are countries that have stricter laws regarding this, such as .EU and most importantly Sweden (.SE domains). Also not to mention since the Government is doing this they have the money to take a lot of the up loaders and streamers to court directly.

tl;dr ICANN owns the domains, period. And many companies and governments are involved with ICANN.

Besides the domain name issue. There's hosting, "off shore" hosting is expensive and slower. Not to mention the Government can easily issue take down notices to the hosting provider and they have to agree otherwise legal action can be taken.

Lastly Google and other major search engines comply with Copyright law and remove all/any links that have illegal content if reported. Essentially in the modern age if your site is not on Google you're bound to failure.

Another thing Facebook also has some sort of complain center where illegal content pages can be taken down.

One can argue that "illegal" anime/manga hosting sites are the reason for the popularity of anime and manga in the early 2000s but with services such as Crunchyroll and other legal streaming ventures does this even apply anymore in 2014?
