I can agree with that in this scenario, since Gai would never enter the Eighth Gate unless he was pushed to do so.

8th Gate isn't needed. Guy could win with 7th Gate and his Nun-Chuck. His speed in seventh gate is enough to go toe to toe with the raikages lightning armour.
