Oh god. This easily goes to Hiruzen. The moment you gave him full intel was the moment he won this battle, no matter what state he is in.

Hiruzen is a world reknown genius. He is a expert in all forms of Jutsu and has one of the greatest analytical minds we have seen in the manga. Giving him full intel on Tsunade ensures that she wont ever be able to get near him.

He can use shadow clones to feint her and when she gets close to attack them w/ cqc they can lace her with explosive tags while engaging her, and when the clone vanish hiruzen can active the tags and blow her limbs off. While Tsunade is in the process of regenerating he could lock her in Enma's diamond cage prison, and enma could slice her head cleanly off her shoulder and toss it to hiruzen so that she cant regenerate.
