Kaguya was always opening portals to move, the only instances where she switched everyone were :

1) Lava dimension : She wanted to take everyone away to avoid harming the God Tree, and tried this dimension to both do that and because she though she cloud just make everyone fall into lave (she had no idea Naruto cloud fly)
2) Ice dimension : She only did so to protect herself from Naruto and Sasuke's sealing at the last moment.

Other than that she constantly used portals to move and further proof switching the entire dimension costs more chakra : When BZ asked her to stop worrying about chakra she immediately changed dimensions again.

Kaguya has literally 0 reasons to take everyone when she can just move there herself. Why would she ? she is nearly out of chkara while Naruto and sasuke are still in a good condition, how would she hope to recover by taking them with her knowing that they will get in her way and tire her even more ? "lol she would take everyone" is an extremely dumb argument no matter how you look at it.
And do you even read the manga ? Even f***** by gravity Kaguya can attack with her bone spears (which is the very reason she took them to that dimension to start with), she is clearly at an advantage there.
