the war has ended(i guess). 'cause look at this way: obito and kabuto started this war. the war started at chapter 487. kabuto got defeated at chapter 587. and obito finally died at 687. its too much of a coincidence for each of them to be defeated after 100 chapters. so, in my opinion the two persons who started this war went down so the 4th great ninja war has finally ended.
