I say its between Sasori ( 3rd Kazekage alive as well), the Sannin, Kisame, Deidara, Obito(1ms), Itachi, Kakashi, Gai, 2nd Mizukage, Hurizen, Minato, Tobirama, Hashirama, Sasuke(CM), Kimimaro, Kabuto(Snake/Dragon) .. its a tough 1.. But that's wat I narrowed it down to..
