I think we are past the point of "Who founded akatsuki", it doesn't really mean anything now that we are in the middle of battle of the gods. Akatsuki were probably just part of the plot to announce some villains and some dark plan that lead us to this moment in the manga.

I'm quite sure i read in the manga that the group called the Akatsuki was "orchestrated" by black zetsu.
