Its a Yin Yang Release jutsu. Nothing ever implied Hagoromo could only use it directly because of the Rinnegan. Most likely it was his mastery over Yin and Yang, which could have been due to the Rinnegan.

Rinnegan grants Yin-Yang release. Yin-Yang release is needed for Banbutsu Sozo Rikoudo tech.
You need Yin-Yang prowess to be able to use that.
