Many of us here, on the NarutoBase think that Kaguya is a terrible villain and has a shallow personality/character. For me, this is strange that´s why I decided to make a theory on who probably is manipulating Kaguya.
I will support my theory with some manga panels and personal perspectives on them.

Let´s begin

So the one I believe is manipulating Kaguya is...

Why, you ask ?
Well I base my opinion with some panels of the manga.
First off...

On the next page we see the first clear manipulation of Kaguya, when Black Zetsu is almost forcing her to kill Naruto.

But at first she refuses saying that she must absorb his chakra (we can determine here, that the only interest Kaguya has is to absorb chakra) but, Black Zetsu persists saying that they need to save it for later. (so we confirm that the only interest of Black Zetsu is too save as much chakra as they can for this later occasion)

I make an emphasis on how focused Black Zetsu is even rendering Naruto, useless.

Concluding the first part... These panels are the most important part of my theory because here we see that Kaguya is thinking very well about killing Naruto.
We can see by her facial expressions that she doesn't want to do it but in some way she feels obligated to do it. (note that this is my perspective on the matter)

Next I'm going to show some small manipulation that Black Zetsu did to Kaguya.

On these panels we see Kaguya opening a portal and shortly after we see BZ saying that she shouldn't be doing that.

And on the next page we just see Kaguya closing it...

We can also see that BZ calls all the shots... (that is strange)

Conclusion​

I believe that Black Zetsu is manipulating or even controlling Kaguya.
- Why is he doing this?
- Why is it so important saving chakra for later?
- Is Black Zetsu being controlled by another entity?
Well we will have to wait for what the future holds for us.

Manipulating implies that he is using her for his own goals. I believe he is just the voice of reason, considering he has been around for ages he knows far more than she would. He no doubt serves her IMO, and is only telling her to do the smart thing. He is the brains and she is the brawn.

Not necessarily a bad thing haha. Its not a bad theory and I wouldn't rule out Kishi making Zetsu have his own agenda, I just feel as if he's done enough villain swapping recently, ya know?

I think the shinju it's self is manipulating kaguya I mean come on there's got to be a price to pay for eating the fruit. I also thought that maybe kaguya has two personality 's part kaguya part shinju.

in the next few chapters we will see him(bz) betraying kaguya and tell "im the will of your husband" and then he backstabs him and tell "im the will of the juubi and joins hands with juubi. and again in the next few chapters he backstabs juubi and tell "im the true god of this world" and then we see yamcha use his kamehameha on bz and blast him off. end of the series.

though i agree with you, him doing the most part is something to notice on.

Very nice, I agree entirely.

I'm pretty sure that BZ is going to end up being a very old being that has his own intentions beyond being "Kaguya's Will." My guess is the fruit. Naruto and Sasuke are the last thing to oppose him for it.

Nothing BZ has said is out of line for a trusted advisor. Clearly BZ has more combat experience and Kaguya is smart to listen to him. However nothing suggest her being manipulated, since she's taking his advice willingly.

I agree, BZ is subtly manipulating her by giving her small gestures and suggestions of why she needs to do this and why she needs to do that, when originally, she held her own very well against her two sons without his help, despite losing in the end. BZ definitely has his own agenda, never trusted the bastard to begin with, and I was one of the people who argued against BZ being Madara's will because of how evil he was but people had to see that for themselves, so some people will have to see this for themselves also.

The difference between Manipulation and Advice is a fine line. Black Zetsu is simply giving Kaguya advice, she is technically the boss.

That is why it is called subtle manipulation. It's cloaked with giving VERY sound advice, when in reality it's just what he wants, she did not want to try and kill naruto and sasuke, she wants to absorb their chakra, he is against it for unknown reasons and is insisting they be killed. BZ is scared of naruto and sasuke, he fears they will infact thwart his own plans he has and not his mothers.
