I hope you guys by no means think CP0 is weak. I think there leader should be admiral level..the second strongest about Doffy level. How underwheliming would it be to have seen CP9 and then CP0 isn't an extreme upgrade

I agree with you. I think CP-0 has to be admiral level. They are called the strongest of the agency and are unofficial.

An intelligence agency is a military fighting force.
So in pure fighting capabilities is the C.I.A. stronger than the U.S. Army???

CP-0 have beast like fighters and strong fighters but they can''t take down the admirals.....................
