Why Kabuto didn't resurrected Yahiko?
What do you think the reason is?
Is Yahiko not that powerful alone?

I think Yahiko is strong. But early Shippuuden strong and far behind in the tiers during later Shippuuden.

Most of what made Yahiko so influential and such a powerful character, was more of his ideas, leadership qualities, and intelligence.

All traits that are useless with Edo Tensei for Kabuto's purposes.

Edit: Perhaps he has such qualities that even Kabuto would fear him if he had the ability to inspire any members of the alliance. It's not a good trade-off for his power level

Well, I think he really lacks screentime, as himself of course, not the Deva Path.
I believe he can still do something not just spitting water gun like hell.

-Inspired and encouraged people of his nation
-Gave his life to Konan
-Made Nagato cry like hell
