Lee has chakra, Every shinobi does.

Lee simply sucks at molding chakra and he can only use very basic forms of chakra controll such as waterwalking and most likely tree climbing and stuff.

With training he most likely can learn to used Nin/Gen but Lee and Gai would only see it as a waste and that time he uses learning to use Ninjutsu could be taken used to Increase his speed/strength and skill in taijutsu

All things in naruto have chakra. Chakra is life force. The reason lee doesnot use ninjustu is because he is terrible at it so instead he focuses on taijustu.

Lee doesn't use chakra in the ''jutsu'' sense. neither does ''Gouken'' taijutsu.
8 gates automatically burn natural chakra as stamina. there is no conscious skill or manipulation involved

and technically, the whole e-rank jutsu bit(shunshin, water-walking; etc.) is an inconsistency.
but its obviously understandable
