The only time where it would have worked, in my opinion, is that short period of time where Obito was hesitating about who he was while being exposed to Naruto's ideals. Before that, Obito was convinced he was on the right path and was completely comfortable with himself, even if it was wrong.

Currently, it wouldn't work either, because he accepted who he was.

since he didn't want anyone to know he was Obito , whom he really was, and wanted people to think he was Madara.

Also, anyone can get caught in Izanami, since it is a genjutsu loop of recored actions, but breaking out would be easier for those who accept themselves.. in other words they would break out sooner that Kabuto did.. maybe.. , but Itachi's arsenal of genjutsu could've forced people to question themselves & second guess who they really are.
