First of all this is all speculation
Think about it :U
Roger found One Piece and knows what it was but just left if there :U
Judging by the most popular OP theory on the net that One Piece is destroying the red line and linking the whole world together it's completely plausible that he couldn't have taken it with him even if he wanted to because it's a ****ing mass of land :U
He was too sick to destroy it :U
Couldn't let the gov find it :U
But there was no one else powerful enough to destroy it except Whitebeard and he didn't want to give up the biggest booty he ever found to another pirate :U :U :U
So :U
Roger officially decided that Shanks had the most potential out of everybody in his crew to be the most power, which is why he gave him his Strawhat at such a young age, like that's a big thing for him to do :U :U
This would obvi mean Shanks gained his utmost trust :U :U
Then when he found it, either Shanks was with him or he found it on his own idk but he told Shanks about One Piece and what it was :U
And for some reason that we're unsure of, probably because of the Will of D and to fulfill the prophecy of the Strawhats that was mentioned back in Fishman arc, he told him that it can only be found and destroyed by the Will of D, a pirate with the D in his middle name and that had the will to do good as well :U
So when Shanks met Luffy and gave him his Strawhat he told him that they would meet up at some point on the Grandline... :U
Which is why I theorize
Lets thing about it some more going way back to the beginning of OP
Shanks is a grand line resident, so what was he doing way off course in East Blue when he found Luffy? He was searching the world for the right one, the boy with an iron will to change the world and shining potential to become the pirate king. Why was he doing this? To make sure he carried out Rogers last order to find the D to destroy one piece
Once again this is all just speculation I do not know this for a fact but I am saying it's definitely possible. He's been described as a very peaceful man and part of keeping the peace is protecting One Piece until the proper time has come for it's rightful destroyer to crush it.
