U can probably calculate it if u take the falling speed of an object and than use the anime to count the time between when ussop jumped and when Luffy grabbed him

I don't know at what speed a human falls but a skydiver has around 50m/second I believe
but the cloud ocean most likely puts up some resistance so it's hard to take a basis
