Didn't it fail to kill the Samurai during Kage Summit Arc.
It was also on the raikage's arm for some time but didn't seem to do more damage than ordinary fire.
Kishi nerfed it from Part 1 when Itachi used it.

Re-read the manga, Kakashi killed Kakuzu.

kakuzu survived from rs only cus he had 2 more extra hearts...and kakashi just gave the final blow kakuzu couldnt even move after rs

If Sasuke had used a normal katon jutsu, the raikage wouldn't have lost his arm, this should be obvious.
Based on this every strong jutsu is considered weak.
