How does Sasuke have fastest foot speed?

A question I've been meaning to ask for a while now with regards to Rinnegan Sasuke.

I see people say he has fastest foot shunshin and and what not, but I wonder how that possible?? People claim this but ive see no evidence that says this. Naruto is Ashura and Sasuke is Indra. Naruto inherited the sages body while Sasuke inherited his eyes, so why is it that suddenly that people believe that his Rinnegan magically increased his speed. I don't believe that, Sasuke has always had incredible speed from when Shippuden began.

I even see this scan where kishimoto san describes his speed as godlike:

Sasuke has always been very very fast, but it seems people only notice it after his Rinnegan was given. I understand that Sasuke has a new ability which is very fast, but I don't think people should confuse that with his shunshin because it's like space time jutsu. I also notice that sasuke has a unique Rinnegan, it has tomoe like sharingan. Is it not similar to the normal sharingan where more tomoe equals better reaction and foresight, which would explain why he was able to follow Madara movements before, while when he only had EMS he couldn't even catch blind man Madara.

Even last week chapter, Sasuke was running full speed but couldn't get to Obitos kamui in time. So no I don't think his foot speed is the best or improved from when he was using EMS, that makes no sense. Nothing has happened to him that would physically increase his speed.

I still think Raikage is faster than him in foot, and Bijuu Naruto and Minato and maybe Tobirama with shunshin. But anyway, unless someone can explain to me how or show proof of Sasuke gaining speed power up, I think not. His godlike speed is unchanged from before in my option, but his new eye allow him to see better.

There's no way he does. Even most fanboys recognize that in footspeed,
Naruto is greater. As well as other characters too. Claims that Sasuke can blitz,
is normally regarding his teleportation tech. Not with his raw foot speed.

I am strictly only speaking of foot speed and shunshin no jutsu. Not swap jutsu or space time ninjutsu or anything like that.

Speed such as Raikage Ay v2, Tobirama shunshin, Minato shunshin, Shisui, even just KCM Naruto I think is still faster than Rinnegan Sasuke.

I already explain about his new eye, he can now see better, react better because his Rinnegan is even more advanced than precognition of 3 tomoe and EMS. That is why I think his reactions are now better and Sasuke can now move better and keep up withjuubi jinchuuriki. But his foot speed did not increase. It was already god like as said in databook, it is the result of the new eye that he is able to track track Madara and Kaguya properly.

I agree, his speed will still be as it was when he faced Bee and A since he never went through any training that would improve it and all of his power ups were strictly in his eyes and not body except chakra being increased from Hashirama's DNA and the Sage's Senjutsu.

That still doesn't make sense to say sicne Sasuke was shown to use his Rinnegan as Madara is heading to Kakasi then there's the fact that Madara would have to slow his speed down to grab Kakashi's eye since if Madara was going at any incredible speed then Kakashi's nake would have either broke or his head be ripped off since we see Kakashi head turn from Madara taking his eye.

So Madara wasn't going at any speed that can be said to be Juubi level for those reasons above and did you say Madara couldn't do anything? He had enough time to think but not to react? Why didn't he use Susanoo as he did blind but he can't with 1 eye? Why didn't he use a fire jutsu point blank range? Where was his wood jutsus that he was spamming as a Edo? He didn't have his black orbs since Minato took them away, he didn't make any black chakra receivers which he used on Hashirama and Tobirama, he didn't even Kamui snipe Sasuke either.

Madara had enough time to attack Sasuke from that range as he shown to do many times and he wasn't caught by surprised since he commented about Sasuke before being hit. He was more focused on getting his other eye and for all we know he could see Sakura about to destroy his eye since Obito and him both have 1 of each of the other's eye and in close range so they should be able to view the others as Kakashi and Obito both shown to do.

Sasuke couldn't run to Obito's portal fast enough when it was a flat surface while chasing Madara had a rocky surface. Rinnegan is an eye power that can effect the chakra but not increase foot speed. By change chakra I mean give access to use all elements like Nagato, Juubito, and Madara had or was shown to use.
