I hav to say that Gai sensei has the ability to become of comparable power even to that of the Sannin..without dying .. Gai without using his forbidden eight gates jutsu is considerably still powerful.. High jonin level shinobi.. To put this frank.. I'll show you the extent of his power through this set up:

He is the fastest shinobi in the world when using his 6-7th gate, using his raw speed.. even faster than Manda in raw speed..

His taijutsu is astonishing.. the strongest warrior who could take on whole armies at once, like out of a legendary tale..

He can take out most of the akatsuki using his 7th gate..

He is most likely above almost all levels of genjutsu while in his eight gates state..
