I already read it, Sasuke could have used his Shifting Space Teleportation to prevent Madara from going to Kamui Dimension, but for unknown reason, he didn't:

This proves what? The first scan Madara already activated the jutsu and he was already teleported to the Kamui Dimension, what is Sasuke suppose to do there? The second scan proves nothing... Sasuke was conserving chakra before Madara came out of the Kamui Dimension.

Sasuke had time to turn his neck and saw it, but instead of using his Instant Rinnegan, he just said SHIT.

The second scan shows that Sasuke's Rinnegan has a cooldown or recharge time. It only proves that it has limit.
