The fact that she is manipulating gravity at a great scale than Madara or Nagato could have ever done and is also getting caught up in her own technique means shes still not entirely knowledgeable of what she is capable of. Over using the space time technique is a perfect example of this; she has used up large quantities of chakra just to get away from a threat she should rightfully be wiping the floor with. This haste is the result of not know her own power.
All we know of Kaguya is that she craves chakra and she ruled the lands with her devastating power. However, someone with that power doesn't necessarily need to hone it if no one is strong enough to oppose heart her weakest. Of course this was her down fall when she was sealed. This is not an assumption as she hasn't displayed any battle busting skills thus far and has relied on Zetsu to do the battle analysis:
Remember she has Sage abilities as well Rinnengan abilities which she has yet to fully utilize. If she were to use her power with precise control she could easily take out Naruto and Sasuke. I dont think Kaguya knows exactly how to use her power and thus she is struggling to make any real progress. having a rough idea of her power is holding her back.Could of done a full blown theory but heres the basis of it. What do you guys think. You would think that from all the things that Zetsu has witnessed over the years that he could provide kaguya with some jutsu info but i think he's the real manipulator here
