It doesnt sucks. Its trully OP technique. When Sasuke was rested he was able to use it 3 times in a row, and it didnt take him much time to be able to use it again. Just check for how many times he was able to use it till this point - I can assure you that this number is not small. Even currently, Sasuke used it like a minute ago, maybe less.

A short cooldown doesn't change the superiority his jutsu has over Hiraishin. In exchange for a cooldown, he can teleport people, objects, swap with objects and teleport himself anywhere he wants that's within his range at a whim. All without a marking.

Minato would need a marking to teleport himself. He'd need a marking and a chakra connection to teleport other people, and he'd need Goshun Mawashi just to switch places with someone/something.

Am pretty mad at kishi, Restricting him like this. When I read that panel of him saying his eye is not yet ready I literally facepalmed. Smh
