I don't see why he couldn't at least heal or reawaken a Rinnegan/EMS/MS to at least an original 3 Tomoe Sharingan (which could later unlock its previous abilities from the user as his eye 'continues' to heal)..

I don't see why not he gave kakashi a brand new eye. Maybe if an uchiha loses the light in his eye he brings it back to its first stages so they wouldn't have a sharingan they would have to activate it again.

Example. If an uchiha has the MS and loses his light when naruto heals it he gives him a regular eye loses his MS and has to get it again. Just a thought
