Hashirama wanted Madara to be Shodai to help him get past what happened to Izuna, and the villagers preferred him because they anointed him as being the 1 person who founded the place. It is never said they did it out of a belief that Hashirama was the more suitable guy. That's just another misconception brought on by ppl's own opinion.Hell to the no.
