Eh, he'd still come across the Uchiha Stone Tablet that was altered by Black Zetsu and he'd eventually decide on using Infinite Tsukuyomi to unite the world, but if we're talking about no BZ interference from the start (no altering of the Tablet), then yeah, I'd say he'd be a good Hokage.

@Ayatori, no, the reason he became bad was due to the Tablet. He'd still become bad regardless of becoming Hokage or not.
