Jiraiya was drugged by Tsunade, who is the greatest medic on earth. Jiraiya said that when the fight started, he was MAYBE at 30%. Sure Orochimaru didn't have jutsu, but Orochimaru experimented on himself so much that he almost didn't need jutsu. He controlled snakes and poisons at will.

So basically Mutant Orochimaru(without jutsu) vs highly intoxicated Jiraiya.

Go watch Orochimaru vs 4 tailed Naruto. That's quite a lot of power from Orochimaru having no access to jutsu.
