Tobirama was able to Dominate the political situation and he created many things such as the anbu, konoha's police and even created many jutsu like kage bunshins, FTG etc.. which helped konoha many times he sacrificed his life for konoha


Hiruzen Sarutobi was the reason of the end of the 2nd shinobi war, in his era the peace was existed
he sacrificed his life for konoha


Minato Namikaze, I don't need to say anything, he stopped the kyuubi from destroying konoha and saved konoha from iwagakures ninja multiple times..
