Indeed Itachi is one of the greatest characters in the manga. Jiraiya was very good too but I personally like Itachi marginally better. Furthermore, both of them are better characters than Neji and Lee.

itachi really embodies what is to be a ninja (all the work for good behind the shadows even if it hurts him) xd while jiraiya was a great master/ sage who was a good father figure as well; itachi slightly wins because of his impact on both naruto and sasuke

y. I respect his values, beliefs, and the way he selflessly sacrificed his life and potential in the shadows with negative to zero recognition protecting the things he loves... The village, his brother, and the reputation of his clan. Jiraiya is just an awesome character who also has a lot of values I respect but with less complexity. I respect both of their powers and morals but ultimately like itachis character more.
itachi is one of the most selfish characters in the series.

he sacrificed every drop of morals whne he declared war on humanity and helped a terrorist organisation collect nukes to use on everyone in a devastating world war.
itachi destroyed his brother and dorve him insane. he helped destoy his village by doing nothing to stop orochimaru or nagato. and he destroyed his clans reputation by lying about it.
