There is a difference between Nagato's and Madara's rods. Nagato had to impale an enemy to immobilize them while Madara simply had to make contact.

You may have me confused. I was talking about the OP picture (I should have been clearer) as a reason why Kakashi was able to touch the rods.

I think Pein only infused chakra into the rods when he impaled Naruto.
