Jiraiya. When Itachi died everyone thought he was evil and a d*ckhead so the impact wasn't as big as when Jiraiya died.

Hm... I guess I'd have to say Jiraiya too even though I like Itachi more. But when Itachi died and left Sasuke a 2nd time, it was heartwarming for me. But Jiraiya was being developed in the anime before his death so I felt that gave his death a lot of impact too.

Itachi is my favorite character but I have jiraiya pretty high up there as my favorites. I liked the sheer amount of depth of itachi's personality and story. I respect his values, beliefs, and the way he selflessly sacrificed his life and potential in the shadows with negative to zero recognition protecting the things he loves... The village, his brother, and the reputation of his clan. Jiraiya is just an awesome character who also has a lot of values I respect but with less complexity. I respect both of their powers and morals but ultimately like itachis character more.
