My character (Sai) has been recently approved and I was wondering how does my training to develop my Choju Giga should progress. Is it normal training or I need to get a higher rank and permissions. And if I have to have any of the previously mentioned, am I able to start training a normal element?

You would have to find a Sensei who can teach you in the desired Jutsu. However, before learning the desired Jutsu, you must meet the requirements: Ninjutsu, as it is considered a "Special Ability". Once you have started/completed Ninjutsu, again, you would need to find a Sensei to teach you the desired Jutsu. If you are not able to find one, you would have to PM Vincent (Role-play Moderator) and from there, you would be given detailed instructions on how to receive the Jutsu automatically.

Genin: When you reach 50 posts, you automatically become a genin and can start RPing. At this rank you can be trained in max one element of your choice. Besides that you can also learn normal ninjutsu. As a genin you can learn max up to D-rank jutsu's (this applies to all shinobi skills).
Chunnin: When you reach 200 posts, you automatically become a chunin. At this rank you can be trained in max two elements of your choice. Besides that you can also start learning taijutsu. As a chunin you can learn max up to C-rank jutsu's (this applies to all shinobi skills).

I would also suggest increasing you post count to learn and be able to perform more Jutsu. Enjoy fun spars and battles in the Naruto-Arena for a healthy experience in Role-play.
False. Be careful young chipmunk. The RP Mods would chew you up and spit you out for saying such things. I would know this.

General Ninjutsu or Nature Transformation (e.i Fire, Water, Earth, etc.) ?
If you are talking about Nature Transformation, any of your chosen is fine. It based of what you what to specialize in, but you still have a choice to choose.
General Ninjutsu ranges from basic Ninja Skills such as Clone, Shuriken Jutsu, Weapon Techniques (etc) to advance Ninja Skills such as Shadow Clone, Summoning Technique, Rasengan (etc).
