Who can counter Sasuke's shifting power?

Obito can only stay intangible for so long, Sasuke's power is instant and hasn't been sensed even by Madara so that takes out Minato and Obito.

Naruto can possibly counter by using reflex to minimize damage and his yang power to heal himself from non fatal attacks.

Naruto can't even react, Lol... Sasuke teleports an enton sword through his head.

Minato's Hiraishin is too slow and takes too much prep as shown against Madara

Naruto couldn't even react to Sasuke's attack the first time he used it so he definitely can't counter it.

1.He can't use it long range
2. He can't use it continuously

So the best way to counter it is to stay out of range and use long rang attacks or force him to overuse it and then go into close range combat.

Actually, we don't have proof that he can't use it continuously and seeing how he caught up to Madara I am not sure whether Sasujke has a way to deal with the range issue.

The question is finding it. As far as we know, Sasuke's teleportation jutsu is virtually just Hiraishin without the kunai. And as we all know, Minato was so feared that entire platoons were told to retreat on sight of him. Given this fact, Sasuke is currently unstoppable. Kishi never really did give a counter for FTG (other than using a technique that latches on to the FTG user when Obito's mini bijuu bomb stuck to Minato's arm), so if there isn't a counter for FTG, then there isn't a counter for Sasuke's S/T jutsu, only limits. And even if something is outside his range, all he has to do is lock onto something (for example, Sakura's flak jacket) and problem solved.

Personally I don't like all the wanking of Sasuke's S/T jutsu, but mangaphax and logic are on his side at the moment.

just because it isnt obvious what he switch with doesnt mean it was nothing.this was at a point in time where kishi was still keeping the technique under wraps. so as far as this is concerned its only speculation.
