My bad...no he doesn't. He had Shisui's eye implanted in a crow, and he stored it inside Naruto before Itachi went to fight Sasuke. He had it rigged with the Genjutsu "protect Konoha" should Sasuke turn evil and want to destroy the Leaf Village. Technically, he had it up to that point. But I find it illogical for people to include it in his arsenal on a vs thread.

Yes, one time only though. After it is used it takes 10 years for it to recharge, so it's a one time technique. It was used later on one time, and then Itachi burned the crow and eye with Amaterasu so it doesn't exist anymore.

Basically this. Alive itachi Never ad access to Shiusi Eye Genjutsu in any battle because the time lapse had not past till after his Death. Other wise he would have been used it on Tobi/Madara when he had the chance.

Couldn't it have been on MS because the original owner of the eye Shisui didn't have the 10 year recharge condition? Or maybe after Shisui took it out it went to regular 3T.

Nah Shisui had the recharge thing too. He would of been one of the most OP chars ever if he didn't. Doubt it went to reg 3T, tho. Only happens once KA is used b/c it's just that powerful of a technique. If that happened trading eyes for EMS would be impossible.

I'm not so sure about the MS staying on theory. Kakashi and Danzo can't turn off base Sharingan because they're not the original owners of the eye so they need to cover it. They can however turn on Ms at will, actually they have to turn it on at will it never stays on. So it makes sense once the eye was pulled out from the owner the MS was deactivated. It would be weird if MS stayed active. With regard to getting EMS same thing, I don't think it needs to be turned on either. When Itachi died you can see his Sharingan was deactivated altogether.

Ten subtracted by 21 is 11 correct?
The last person to use KA was shisui correct? (you literally posted the scan that shows he was the last to use)

So with in that decade, how was itachi able to use it when the last ninja to use it was shisui and it had to be on rest till then?
