Not gonna bother with the portrayal crap,
minato got fooled multiple times against his fight with juubito and madara,
and you being butthurt that i put sasuke just one spot over him is not my problem, since sasuke has shown impressiive intelligence and tactics as well (his fight against deidara, orochimaru, itachi & danzo) which is more than minatos (against tobi, and kyuubi),

Sasuke was fooled by Bees clone feint lel. He was also completely bewildered at seeing Tobi Kamui and had no idea what it was even after experiencing it several times. That alone puts Minato above him.

But him ranking Sasuke over Minato in intelligence is too far fetched. Sasuke is a main character so of course he has had more feats but let's compare the quality of the feats, not the quantity. It took Minato 5 minutes after seeing Kamui once to deduce the workings of it where as no shinobi of the 5 great countries could figure out what it was until Kakashi did and that was only because he happened to warp his own Raikiri Kunai to prevent it from hurting Naruto and he took notice of the crack in Obito mask.

Well deducing that Obito has to materialize to attack is nothing special. Sakura, Torune, and Foo all figured it out.

Tsunade created a system that is used not just in Konoha, but all around the world. She also invented 'S' rank techniques such as the Sozo Saize and the Byakugou. I think she deserves a place in a list like this.

Hmmm thats true, I never took that in account.
But if you think about it, Minato created the rasengan just by observing a bijuu bomb.

I think people also admire his abilty to analyze a jutsus' weakness like kamui/chidori and come up with a strategy almost instantly.

Leaving the key behind for naruto to take control of Kyuubi also hints he had a great vison.
Sealing his and Kushina's chakra for when the moment comes etc
"He never did anything without a reason".

Hiruzen also has some feats, but he is a different kind of intelligent.

Since Tsunade came up with different techniques, Hiruzen just simply learned them, he didnt invent anything really, so I guess in that way Tsunade is a genius whereas Hiruzen is a hardworker =D

But yeah, I get your point. I think Minato can be switched with Tsunade and vice versa.
I might actually take Hiruzen out and add Tsunade in :heh:
