If you're talking BoG, idk everything felt fcked up to me in that movie, SSJ2 Vegeta did better than SSJ3 Goku but at the end when Goku's God transformation ran out he was still going up against Bills in Base/SSJ, I didn't get that shit at all.

At the end of the majin buu saga Goku was in fact stronger than Vegeta ( Vegeta needing Babidi to fight Goku) ,but considering the movie Battle of the Gods (Which is classified as cannon) Vegeta w/rage managed to surpass SSJ2 Goku and even meeting SSJ3 Goku's power.
