She protected as many people as she could, and a village is its people. I would say she protected the village, but without Naruto's help the village would have surely fallen. She did not ensure the inevitable safety of everyone in the city herself, but to be honest she was banking on Naruto in the beginning anyways.

In my personal opinion, a village is not just its people but also the foundation and its infrastructures. This was the reason why I believe the Hokage monument didn't get destroyed as that itself is one of Konoha's important symbol and its utter destruction would mean the villages downfall.
