for the smartest anime character i have to say yagami light from death note or urahara kisuke from bleach.For the dumbest i have to say that arrancar wonderweiss from bleach,monkey d luffy one piece(but in a funny way). Also uzumaki naruto from naruto has shown to be close to retarded at many times. what do you guys think?
