There is no underestimation going on here. No intel besides knowledge of shared vision means that neither Oro nor Jiraiya can anticipate Bansho Tenin. And seeing that Sage Naruto was unable to react when Deva used it on him, base Jiraiya would be even more susceptible to being pulled, stabbed with chakra rods, and Soul Ripped just as easily as Human Path did to everyone that was not a Jinchuriki. If Oro tries to intervene, he either gets intercepted by the Cerberus, his vision blocked by the bubbles from the giant crab, or assaulted with missiles and a chakra cannon from Asura Path.

After Jiraiya is taken care of, there's nothing stopping Pain from wearing Oro down with sheer destructive capacity.

You kidding me?i dont think tsunade and jiraiya will be able to take on both konan and all pains..Naruto alone couldnt beat tendo until he went to 6 tails and exhausted tendo.then he finished him off.If orochimaru joins then ya they would ave won in very high diff

Pain wins...I doubt Jiraiya is getting a chance to enter SM, a non-Zetsu Oro isn't contributing a whole lot either. They stomp scenario 2 though.
