Did he seriously think he could win using just the six paths technique and White Zetsu?
If Kabuto never used ET, Obito would have possibly had the Gokage fighting against him, alongside Naruto, Bee, Kakashi, and Gai. He would have been roflstomped.

The Zetsus exhausted even Jonin of Neji's level to the point of blindness after only one day. With the entire night and the next day, all jonin and lower shinobi (excluding Kakashi and Gai) would have been overwhelmed. Rinnegan Obito pretty easily defeats the Gokage after that even without any Zetsu support.

His strategy probably revolved around Zetsu's assassinations (Transforming into shinobi to force the SA on the defensive) to prevent Naruto from getting support when he attempted to capture him and Bee. Since the goal was Naruto and Bee only. Not the entire alliance since It's game over if IT is cast. Unfortunately for him, Naruto just so happened to acquire some special sensing that turned the tide of the war (sensing the transformed Zetsu). He probably wasn't expecting Naruto and Kurama to get along either.

actually he was expecting naruto to use kurama. it would lure him out bc of emotion sensing.

Reasons:
Naruto became perfect Jin, which obito did not expect.
Sasuke's betrayal and the revival of edo kages.

Now simply consider the Juubito and sasuke(since he was supposed to be on Obito's side, this is why Obito gave him itachi's eyes) vs SA without Edo Kages and with the naruto that fought pain.

Obito didn't have a choice. At that point, he had to get the remaining two tailed beasts, who were being hidden away.
He had to lure them out of hiding before he had a chance of reviving the juubi.
