It is obvious that the few instances (3 or 4) of Naruto's extreme stupidity is simply there for comedic effect.
It's similar to madaras peeimg gag and Hashirama depression gag.

Manga are full of them. Every character in one piece has a rediculous gag.

If you can't reason through pure comedic plot devices then you should not be reading naruto, as it is too complicated for you to understand.

The target audience for naruto is 12-17 year old kids. Obviously, kishi add points irrvelent to plot or character development, in orde to appeal to his genre.

Ok Kishi himself has stated in an interview that he intended on Naruto being stupid... that is how he likes them, but if Naruto were stupid all the time, he would have to be saved left and right, and would have been dominated by Pain.
So he had to make Naruto act OOC, so that the story could continue. It is just like how Goku was supposed to be stupid, but he had to have smart moments for him to survive, hence why he is stupid when he isn't in life or death situations.

Anyway, this has been debated way too much on here. Naruto is very apt in terms of both bodily kinesthetic and interpersonal intelligence, and extremely weak in logical mathematical intelligence.
