Well the ice will completely immobilize him. He needs to be able to move to use taijutsu and he can't move when immobilized.

Gai and madara were both weakened, look at how many times gai used his gates and midday tiger, by the way im just saying that ice wont stop gai, you're forgetting that the black orbs were defending madara, plus kaguya is dumb, but indeed as long as gai doesn't know a sealing technique he probably wont win (hurts me to say that)
