Check out these scenarios:
Goku vs Oro: Oro cuts himself -> Goku looks confused -> a bloody snake shoots out at Goku -> Goku dodges the snake, still confused, but some of the blood lands on his shoulder -> the ritual begins -> Enter: Orochiku
Goku vs Itachi: Itachi uses Tsukiyomi on Goku while his clone slashes Goku with Totsuka and seals him away
Goku vs Minato: FTG + RDS = GG
Goku vs Sasuke: Sasuke covers himself in black flames and waits for Goku to attempt a distance attack, then teleports to him and uses amaterasu
What makes Goku beatable is his tendency to go easy on his opponents and test their skill before he gets serious. Almost everyone in the NV always starts out serious. And there are many jutsu out there that Goku simply cannot counter the first time he sees it.
