That was because Neji was naturally better than her at the style. I dont know how many times i have to repeat this but Tenketsu is almost everywhere around the body and it doesn't take x-ray vision to be able to poke someone and send their chakra into that particular area. Anyway, this is just a theory as it is obvious that Kishi will never make this happen unfortunately even though its kinda true in a sense
