I seriously, seriously doubt that MS Tobi would look directly into Itachi's eyes under any circumstance.

If Itachi were to stay in 3T form and all of a sudden change it, he would help it. It's not like it takes 5 minutes to go from 3t to MS it's an instant.

You can't Kamui if you're already in Genjutsu. Say he is looking at 3T Itachi. All Itachi has to do is switch it to MS and Tsukuyomi. That can be done in mere moment's. Kamui is slower.
